In Africa, scale-up of evidence-based interventions for HIV prevention is essential, but health systems lack human capital to do so. We developed a collaboration model where the health system provides critical knowledge and support, local traditional leaders provide organizational skills, and community volunteers contribute motivation and human capital. This strategy, now being tested in rural Malawi, has the potential to extend the reach of health systems despite resource limitations.
