Universities employ the faculty who conduct the majority of the nation’s basic research, and provide the facilities and administrative support that underpins that research. Their libraries purchase and manage the distribution of journals publishing research. Scholarly publishers include current and past university researchers. Universities’ public mission aligns with open access objectives but achieving and sustaining that goal will require good-faith collaboration among key stakeholders.
