Transformation of Foresight Activities Toward Science, Technology, and Innovation Policy

Foresight activities have been spread and diversified in the world. S&T foresight program in Japan has been continued since the 1970s. Its objectives and methodologies largely changed in the 2000s forward being emphasized on its relation with society. In the latest program, which is the 9th foresight in Japan, the results were summarized as “Contribution of Science and Technology to Future Society”. Now, S&T policy in most advanced counties is replacing into the ST&I policy and they more strongly expect innovation as outcomes from S&T outputs. Considering these expectation, main objective of foresight activities should be transformed to be able to estimate future outcomes from finding emerging fields and technologies. NISTEP is trying to develop new type of foresight methodologies more efficient for ST&I policy making process, combining with reviews to the past S&T outputs.
