Balancing Government Accountability and Academic Freedom in Science

With chief inside counsel experience in public and private institutions, I will discuss the balance of interests involved in applying state and federal transparency laws to academic research, including the fundamental role of research universities, academic freedom and responsibility, conditions that foster creativity in research, and ensuring public accountability and trust. I suggest an objective body, such as the National Academies, develop recommendations that create an appropriate balance.
