The early 1990s policy initiatives focused on the role of public-private partnerships to spur development of advanced manufacturing, similar to proposed policies today to implement a National Network for Manufacturing Innovation. The evolution of the policies and politics of manufacturing related public-private partnerships will be explored in this paper.
