The recent Canadian experience illustrates the complexity of obtaining a "social license" for managing high-level nuclear waste. Developing a collaborative management approach that is socially acceptable, technically sound, environmentally responsible and economically feasible required the development of an integrated, systemic analytical framework comprising interactive and transparent processes. The result was the emergence of a common definition of safety, fairness and flexibility.
