Public debates on climate change involve both scientific and policy judgments. While policy deliberations may benefit from scientific consensus, such consensus is not always necessary and does not imply a specific course of action. Properly incorporating this insight can actually strengthen the position of those advocating for reductions in greenhouse gas emissions and minimize the impact of climate skeptics. This presentation discusses how to reform communication along these lines.
