As China has introduced a range of policies and initiatives to strengthen its indigenous innovation system, it has begun to encounter a range of challenges that have less to do with the availability of material resources and more to do with the culture within and organization--formal and informal-- across the country's R&D infrastructure. This presentation aims to highlight the precise nature of these challenges, highlighting their relative importance as potential constraints on the PRC's ability to play a larger role in the global innovation system.
