Low Carbon, Green Life  through RGB Campaign for Korean People

DR. Yoon CHUNG

On August 2008, Korean government proclaimed "Low Carbon, Green Growth" as the national vision for the next 60 years. With global climate change looming as the greatest challenge mankind has ever faced, it is needed to inspire vision to actively address this enormous problem. Green growth is a very timely concept for countries with greater development needs and lower public environmental consciousness.

The government developed the National Strategy for Green Growth and Five-year Implementation Plan(2009-2013) where 2 % growth of GDP annually invested. As part of a strategy to pursue, the government has already started a nationwide enlightenment campaign called "Green Start Movement," which encourages the reduction of GHG emissions in the non-industrial sector through voluntary participation and practice. It has also launched a campaign called "Green Energy Family Movement".

KOFAC, which is a fully government supported agency under MEST has been carrying out a campaign called the RGB Campaign since 2009. Of the five major global issues, R symbolizes disease-related issues, G the climate change, energy, and food, and B water-related issues.

The RGB Campaign of 2009 has been carried out in two major channels; public events and productions of documentary films for TV broadcasting. KOFAC hosted a special lecture and hands-on exhibition at Seonyoo Island on the Han River. It was also appointed celebrity who are popular especially among the youth as promotional ambassadors. KOFAC also produced a documentary under the title, The Truth about Carbon, as a joint project with the KBS, a broadcasting company with the highest viewer ratings in Korea. To have more attention from every society of sectors, KOFAC reformulated the detailed programs in 2010 RGB Campaign. One of the new programme is RGB Photo contest, where we selected the most powerful messages about how we could resolve global issues with the helping of  research of science and technology, and through our everyday activities.

An RGB Challenge for college students was designed to encourage them to participate either in domestic or international events, symposiums, and workshops on global issues, and to present blue prints for a better future. KOFAC also used the Korean subway system for video promotions for a month and three special talk-shows on the subject of RGB were offered jointly with EBS. With the Korean National Commission for UNESCO, KOFAC translated four books and distributed them to school and public libraries.

In his presentation Dr. CHUNG will introduce KOFAC’s activities for “Low Carbon, Green Growth” under the mission to contribute to the advancement of Korean society by promoting public awareness of science technology and global issues. He will also discuss the effectiveness of campaign for all people on the basis of KOFAC’s unique experiences and give some ideas which can be applicable not only for Korean society but also for Asian countries in general.
