Global Ocean Governance for Blue Sustainable Development

Green growth and blue growth both diverge from GDP growth, but are otherwise different concepts. Green growth concerns how countries manage their natural resources within their national jurisdictions, and blue growth has to contend with the ocean resources not stopping at the limit of each coastal state's jurisdiction. Is there reason to think the new institution will work better than the ones we already have? If not, what kinds of institutional changes are needed to protect the ocean commons?
