How Big a Factor Is Energy Efficiency?

The first choice of most studies of emission reductions in the energy system is energy efficiency. But it is not clear how much these measures actually contribute. Few double blind or comprenhensive studies have been done and many of the more famous historical studies of efficiency can be attributed to effects that are demographic in nature rather than efficiency measures. Just what do we know and what remains to be researched?
