What Makes a City "Scientific"?

Science is a major driver of economic growth, often based on innovation and discoveries. Cities that stimulate a "scientific culture" make decisions considering scientific evidence, encourages a permanent communication and dialogue between citizens, policy-makers and the research environment, and provides access to scientific knowledge, e.g. through science centers and science festivals.
