Designing Scientific Research for Societal Challenges: Recent Progress

We, CRDS of JST, are currently trying to develop a methodology of designing issue-driven R&D strategy on the basis of a concept of “encounter” between identified societal issues and scientific research themes. At the AAAS 2013 Annual Meeting, we proposed and tried a new process comprising multiple steps starting from comprehensive understanding of societal issues and ending by shaping several strategic R&D themes. We are now further elaborating some of these R&D themes.

Based on these experiences, we report the merit of the present methodology in comparison to traditional discipline-based R&D planning, and also the difficulties we faced in designing issue-driven R&D strategy. We also discuss an important issue how to stimulate scientists’ natural motivation in such issue-driven R&D framework.
