The Caribbean Islands urgently need to build scientific capacity to address the growing threat of global climate change and the need for sustainable development. A proposed Caribbean Science Foundation (CSF) modeled after the U.S. National Science Foundation, is one potential model to engage the scientific diaspora as part of a capacity building effort. How such a model can learn from the existing diaspora networks.
