Whether considering opportunities for collaboration or for capitalizing on their competitive advantages, nations are increasingly expanding their horizons to position themselves as key players in a global world. Thus, countries are developing national strategies to be magnets for top talent and leaders in advancing knowledge and in reaping the benefit of research in cutting edge innovation. The symposium will present the experience of France, Germany, and Canada in launching initiatives of excellence.
