Effective marine conservation needs the advantages of regional scale conservation design and local scale action to be combined. Marine planners in the developed world produce designs that are ill fitted to the circumstances of developing countries, and rarely implemented. Developing communities establish local marine closures that do not add up to regional systems. Pressey will discuss progress in scaling down designs and scaling up actions to bridge the gap between scales and world views.
