Getting More Out of Global Scientific Collaboration: Insights and Essentials

Why does research on those global challenges hardest hitting in developing countries often exclude developing country scholars? Is this because poor countries’ scientific capacity is insufficient? Or, is it because that capacity is not activated through international partnerships?
