Leonard examines the organization of disaster responses integral to successful adaptation to oil spills. The complex social-ecological effects of the oil spill entail the coordination of multiple public agencies, private sector, and communities. Without sufficient and adequate coordination and collaboration, oil spill responses and recovery face additional vulnerabilities.
