Reducing emissions from deforestation and forest degradation and enhancing forest carbon stocks in developing countries (REDD+) which began as an apparently straightforward concept of paying forest-rich developing countries to preserve forests, has evolved into something of a political minefield intensely debated in global and national climate change policy processes.
