The likelihood of a blowout can be drastically diminished by design improvements, including more effective redundancies. But just as important is the personnel training, including a culture of safety, and real-time support from shore for key decisions. This last addresses the all-important human element. The real-time decision support center could simply include regulators. The most important measure is to have readily deployable systems to minimize environmental damage in the event all of these measures fail.
