In Western countries the recent debate over the impact of the mobile phone centers on whether it has had a positive or negative impact on social integration. Longitudinal studies of cell phones in India and Kenya show opposite results on the size of core networks. We view resource infrastructure as mediating this effect, with locations having fewer resources likely to experience growth as a result of cell phone diffusion.
