1785 How Can We Get a "Fair" Voting System?

Different voting systems can yield radically different outcomes with the same voter preferences.   So, how can we   determine which voting systems provide "fair" outcomes.   The criteria put forth involve symmetry groups which defines examples that, arguably, should be ties. If a voting system does not yield a tie, there are problems.
